Plans for the reform of the Manx government have received overwhelming approval in Tynwald.
The vote came after a four-hour debate.
It means the number of government departments and ministers will be reduced as of April.
There will also be a new cabinet office created, while the MEA and Water and Sewerage Authority are to be merged.
Amendments asking to put off the merger of the Departments of health and Social Care were unsuccessful.
Ahead of the vote Mr Bell responded to members' points and summed up.
