The Speaker of the House of Keys insists the structure of Tynwald committees is 'modern and fit for purpose'.
Juan Watterson says the system has gone through change since he first began in government.
The level of detail made available to the public by Tynwald's different panels was raised in the court this week.
Mr Watterson says scrutiny is important but publishing every minute detail could actually have a negative impact:
