A report which appears to dispel claims the Department of Community, Culture and Leisure is top heavy with managers doesn't give the full story, according to a union leader.
The independent study, by consultants Beamans, was commissioned after an MHK claimed the department was loaded with managers.
Steve Salter, from Unite, accepts the conclusion the public transport division of the DCCL doesn't appear to be top heavy, but says the report highlights what he sees as serious inefficiencies:
