Rules should only be changed as "last resort"
Unions bosses have warned against 'blanket' changes to the work permit system.
Unite representative Eric Holmes says the rules should only be relaxed as a last resort, and instead focus should instead be on training skilled workers on Island.
His comments follow Chief Minister Howard Quayle's announcement that the permits system will be reformed due to skills shortages, which the Chamber of Commerce says are hindering economic growth.
Mr Holmes says if the current system is scrapped, the damage will be irreversible:
