Health Minister Eddie Teare says the Island’s response to the end of the reciprocal healthcare agreement is being hampered by delays in other countries.
Mr Teare had been due to report to this month's Tynwald with options, after the United Kingdom said it would end the agreement next year.
But in the court, he gave a statement apologising for delays and said he hoped to update members on the progress made later this year.
Mr Teare said negotiations with Wales, Northern Ireland and Scotland led to the delay:
