Incident happened early on 8th July, 2017
Drivers who may have witnessed a disturbance in Douglas are asked to come forward.
The police say the incident happened on the New Castletown Road in Douglas at around 5.50am on 8th July this year.
There were a number of people involved in this incident who have been identified by the police and are being dealt with.
Officers say it's understood a couple of vehicles may have stopped in the area because of what was going on.
Police are keen to speak to these motorists, and anyone else who may be a witness.
