The Chief Minister agrees something must be done with the former Summerland site, but does not agree it should become a permanent memorial.
Howard Quayle says 'a number' of private investors are interested in the area, which has stayed derelict since Summerland was demolished in 2006.
But any buyer would need to carry out significant reinforcements to the cliff face, which is still deemed a safety hazard.
Campaigners have called for the land to be dedicated to the 50 lives which were lost to a fire there in 1973.
But Mr Quayle disagrees, saying a permanent tribute already exists in the nearby Kaye Gardens.
He admitted the site cannot continue to lie unoccupied, though:
