Wider issue of coastal overtopping 'needs to be considered'
Work to repair the sunken gardens on Douglas Promenade could be delayed to accommodate a wider project to renew the sea wall.
Parts of it were destroyed by Storm Barra in December last year.
Large sections of the area have been cordoned off as a result including the children's play park.
