Practice was blighted by bad weather with times at 'the fastest road race in the world' way down on those expected.
Six-time winner Guy Martin is on pole for the Superbike Races ahead of Cameron Donald, Keith Amor and Gary Johnson.
Cummins will start from 11th place on the grid and Kneen is way down in 36th spot.
Other pole-sitters for the remaining classes are Keith Amor in the Supersport, Michael Dunlop in the Superstock, Ian Lougher in the 250cc and Wayne Hamilton in the Supertwins.
