The Ramsey Rocket topped the qualifying session with a lap of 129.429mph.
Michael Dunlop, Guy Martin and Bruce Anstey complete the front row.
Dan Kneen will start from 13th position.
However, Guy Martin will be on pole for the Ulster Grand Prix Superbike Race after recording a speed of 131.706mph in qualifying this morning.
Cummins will start from 5th in this and the Supersport race where William Dunlop was quickest at 126.819mph.
Quickest lap of the week so far is Michael Dunlop in the Superstocks where he lapped at 132.021mph.
