Gibraltar scored a goal in each half to delight the home crowd, and managed to retain the advantage, despite having a man sent off late in the second half.
'The men' will now face Guernsey in Saturday's 3rd/4th-place playoff.
Guernsey lost to their Channel Island rivals Jersey in yesterday's other semi.
