After surgery and a spell in the Isle of Man Hyperbaric Chamber, he hadn't ruled out competing in the road race in Glasgow on Sunday 3rd August.
Speaking on ITV4 last night, Mark ruled out the possibility of competing in Scotland.
Cav is likely to go and support the Manx cyclists and said he will discuss his racing comeback with his Omega Pharma-Quick-Step team.
No decision has been taken on whether that includes the third of the three big races of the year - the Vuelta or Tour of Spain:-
