The Peel resident, who's the defending champion, finished less than 0.1 seconds behind race winner Eugene Laverty to record his second consecutive runner-up placing.
But that was enough to put him two points clear of his Hannspree Ten Kate teammate Kenan Sofuoglu at the top.
Sofuoglu could only manage fourth after making a mistake on the final curve, which allowed Cal Crutchlow to grab his first podium finish.
The next round takes place in Valencia in three weeks.
