Douglas Councillors blame controversial clause five for the setback
A group of Douglas councillors say they are 'disappointed' at a third delay to a debate about the Local Government Amendment Bill.
During this week's House of Keys sitting, Infrastructure Minister Tim Crookall said due to a meeting about the Northern Civic Amenity Site on Monday (30 March), it will be discussed in April.
Included are new regulations which would improve transparency relating to interests, minute taking and the publishing of minutes as well as board members expenses.
Clause five of the proposed bill is seen as controversial by local authorities due to the potential for the Department of Infrastructure to impose functions without providing financial support.
However, the Legislative Council has agreed amendments to the proposed legislation including mandatory consultation and financial impact assessments before any changes are made.
These will now go before the House of Keys on 28 April.
One of the councillors, Peter Washington, says the authority will continue to lobby MHKs to ensure the bill is passed in a 'proper' manner.
