Proposals go before Tynwald next week
Infrastructure chiefs say they believe the latest Douglas Promenade redevelopment plans are the best way forward.
The proposals will go before Tynwald next week, recommending the renewal of twin horse tram tracks in the centre of the prom - but only between Broadway and Summerhill.
This flies in the face of a decision made by Tynwald in July, at which it voted to retain the horse tram service along the whole length of the promenade.
Minister Ray Harmer believes the seven principles contained within the department's latest proposals are the way ahead.

Immigration changes designed to stop exploitation by 'bad eggs'
Contingency budget for horse tram tracks 'significantly increased'
Nursery group wants to 'bridge the gap' for families of two-year-olds
Orchestra hoping to attract 'different kind of audience' at next concert
