Minister says changes unlikely before September
Education chiefs say they're working with other departments as they seek to raise the standard of early years learning.
Minister Graham Cregeen attended a meeting in November last year to discuss the issue with counterparts in the British-Irish Council.
Mr Cregeen has previously spoken about introducing a pre-school curriculum.
