Roy Tilleard plans to convert most of the centre’s commercial premises into residential accommodation.
He’s due to meet commissioners this evening (Monday) to outline his proposals.
Mr Tilleard – who has been unsuccessful in a number of attempts to bring Tesco to the ancient capital - says the reality is the town can no longer sustain itself as a shopping centre.
