It's after the rise to 3.5% last month, measured by the Consumer Prices Index - from 2.4% in September.
It comes as the UK's rate of inflation remained at 2.4% for the month, according to the Office for National Statistics.
Mr Thomas says these numbers really need to be looked at in the round.
