
Onchan MHK Peter Karran says he believes his bill to bring radical changes to the Legislative Council is the only way forward for the Island.
The second reading of his bill was passed fifteen for to three against in the House of Keys on Tuesday.
Mr Karran has said he would be prepared to talk to members to see how his measures might make best progress before the bill gets to its crucial clauses stage, where it could face stiff opposition.
He believes that the public view the upper house as what he calls "a medieval form of redundancy" for unelectable MHKs.
