An Arbory, Castletown and Malew MHK believes there are 'too many barriers' for businesses on the Isle of Man and is calling for a review of the existing requirements.
Jason Moorhouse claims many local employers have 'great plans' but their futures remain uncertain.
The Department for Enterprise maintains that 'confidence' is the most valued asset for businesses and says the Local Economy Strategy aims to boost that confidence.
However Mr Moorhouse believes Tynwald has forgotten the importance of the Manx population as the Island's greatest asset:
