Island shops could be forced to cover their displays of cigarettes in future.
A series of measures to amend laws on the sale of tobacco have been unveiled by the health department.
A draft public health bill will go out to consultation on Monday.
The measures include curbs on tobacco advertising and a ban on cigarette vending machines.
The bill also makes provision to ban smoking in cars where children are present
Health Minister Howard Quayle says the aim is to reduce the number of people smoking, and protect youngsters.
