The chief minister says a 'change in culture' is required within the Manx government.
Allan Bell has confirmed he plans to reconvene a committee which proposed a radical overhaul of its structure.
The scope of government is now set to be examined, with the committee reporting to the Council of Ministers by the end of March next year.
Mr Bell says there are no plans to reopen the structure debate, 20 months after government was restructured, but admits it's not off the agenda completely (first part of audio file):
Malew and Santon MHK Graham Cregeen believes the structure of the Manx government does need to be looked at again, and there are two departments too many.
