Utilities providers are being urged to use the projected three-year timeframe to carry out their own maintenance while the Department of Infrastructure is digging up the roadway.
It's in order to avoid the need for further disruption after 2021.
Work on Douglas Promenade is set to get underway this September - but it is still yet to be decided where the project will begin.
