Relief for the congestion involved each day at Ballakermeen High School would cost £200,000.
A scheme with more car parking and better bus drop-offs and collections is being put to Tynwald.
30 parking spaces would be put in the driveway in front of the school and the bus lay-by area will be extended.
£40,000 has already been given the nod by Tynwald.
