The words of vice-chair of Garff Commissioners, Marinda Fargher on the passing of Robert Moughtin.
A former chairman of the board, Mr Moughtin, who served on the Commissioners for more than a decade, died earlier this month.
Marinda says "Bobby" as he was known was always enthusiastic and looking for ways to make improvements.
