Allan Bell has intervened in a controversy which has seen a series of claims made over patient safety and management.
Criticism has come from health unions, consultants and the Liberal Vannin party.
The disquiet at Noble's was made public earlier this year when a letter from group of consultants levelled at senior hospital management was leaked.
Over the summer, Mr Bell's made a series of visits to the hospital to hear staff concerns first hand.
On Thursday night he spoke to health union members one-to-one, with no management or health department officials present.
