Many areas of Government under fire
The Council of Ministers will consider what actions it will recommend ahead of the Vision Nine report being debated in Tynwald in January.
Three current Ministers were political representatives at the Department of Economic Development during the years the Vision Nine TT promoter deal was being negotiated.
They are Geoffrey Boot, Alf Cannan and Graham Cregeen.
Among the findings in the report is the "complete failure" of the Council of Ministers to identify and resolve cross-Governmental issues.
