The Chair of a Tynwald committee which has examined the impact of the loss of pre-schools in the Island, says a radical change to government policy was made without debate in parliament.
Brenda Cannell who chairs the Social Affairs Policy Review Committee, was speaking after the court received a report on the privatisation of Island pre-schools in September 2012.
Members supported all five of its recommendations.
They include regulation of pre-schools funded through the credit scheme and help for children with special educational needs.
Mrs Cannell told Tynwald the decision to end state funding for pre schools had been 'badly handled' by government with 'woefully inadequate' consultation.
