That's how Social Care Minister Chris Robertshaw has described the position over lone parent support.
His department wants to change the law so a single parent would only receive income support until their child reaches the age of 12, rather than 16 as is currently the case.
Whilst accepting the vast majority of the 500 plus sole parents are doing their best to work, he believes a change to the system would be beneficial for the parent.
